I removed the  'nameserver 192.168.252.200'  line from 
/etc/resolv.conf  and re-booted the PC.  However problem stil 
remained.  The aforesaid line came back again.

It is different from Win box.  Even I boot the Win box without broadband 
cable connected and after start completed I plug in the cable.  Win box can 
detect my ISP's DNS server immediately without waiting.
