Hrmm, if you're using an iptables firewall, where are you setting the 
firewall security level? It sounds as if you are using lokkit, which sets 
up an ipchains firewall. If thats the case, you can allow the conection 
from within lokkit. If you just select one of the default settings, 
you'll have to settle for whatever those settings are.

This sounds like a configuration problem. You'd do well to have a look at 
/usr/share/doc/samba-(version), as well as http://www.samba.org/
You will need to read the documentation.

To see if the samba server is running, as I suspect it is, use the 
command :
/sbin/service smb status

I doubt very much that the server is failing to start, but rather you 
haven't properly configured you firewall or the samba server to allow the 
connections.

Also, have a look at the sample configuration in /etc/samba/smb.conf

There is information on tests you can run to find out where the problem 
might be. Have a look at 
/usr/share/doc/samba-(version)/docs/textdocs/DIAGNOSIS.txt
as well as 
/usr/share/doc/samba-(version)/docs/GOTCHAS.txt
and 
/usr/share/doc/samba-(version)/docs/htmldocs/ENCRYPTION.html
