The old favorite is Hylafax <http://www.hylafax.org/>. A recent NewsForge
article gave Fax2Send <http://www.fax2send.com/> a favorable review. Both
of these allow Linux to run as a fax server for Windows or Linux clients.

On my Linux desktop, I use the included 'fax' script to send faxes with
efax.
