This should read:

        server  127.127.1.0     # local clock
        fudge   127.127.1.0 stratum 10  

In addition, you shouldn't be fudging an external source. That is really
only for allowing your local clock to pretend to be authoritative in the
event that your external connections go down, and you need *some* clock
reference until communications are restored.

Set your fudging back to localhost, as above, and then create *unfudged*
server lines. Also, you really should configure at least three to allow
ntp to triangulate the time.
