Because they're distributed (invariably) with the KDE system, and they're written to integrate right into KDE cleanly. If you start a KDE-specific app in Gnome via a terminal, you might see stuff about a DCOP server starting. Afaik, that's part of the glue that drives the KDE system and its apps.
