Most people who implement devfs do it in conjunction with /dev, not as a 
replacement. Even the devfs docs will tell you that replacing /dev is a 
"bad thing"(tm).

You may want to take a look at how it's being implemented in Lunar Linux. 
With the exception of failing to unmount USB devices at shutdown, the 
devfs implementation in Lunar is pretty good.
