This is probably because COM1/IRQ3 is being used by something like a serial port?
Do you have two serial ports?  Check your rc.serial to ensure you use correct
COM/IRQ settings.  My USR Sportster works great at COM4 and IRQ 7 jumpered on the
board.  Try it.
