It's not about "effecting" Larry Lucchino. It's about staking out a favorable position in the negotiation.
Papi wants Larry to think that him going to NY is a real option. If Larry believes that Papi would consider this, it helps Papi's position in the negotiation. Whether or not Larry buys it is another thing altogether.
