quarantine tank

I have a problem understanding the quarantine tank set up.  I placed newwater, stored a while in a cooler, in a 7 gallon tank, with heater, Ph  meter, Duetto filter, no sand and some copper.  I put a new shipment of  two fish inthe tank and neither one ever ate.   Could not put water from main tank in quarantine because had ick in it.  = Command I not recognised.
