[SAH] Right, this isn't exactly an EPP extension registry issue. It's an 
extension identification issue, and there's guidance available in RFC 3735. 
Section 2.2.1 states that standards track extension identifiers MUST be 
registered. It doesn't say that other extension identifiers MAY be registered; 
maybe it should. If anything needs to be said, 3735 or 3735bis would be the 
place to do it.
