Don't look at the registry. Look at RFC 3688, which specifies how it works. 
Registering your URIs is as easy as sending email to IANA with a registration 
request using the template shown in Section 4 of RFC 3688. You can see an 
example in the EPP RFCs. Here's two examples from 5731:

Registration request for the domain namespace:

      URI: urn:ietf:params:xml:ns:domain-1.0
      Registrant Contact: See the "Author's Address" section of this
      document.
      XML: None.  Namespace URIs do not represent an XML specification.

   Registration request for the domain XML schema:

      URI: urn:ietf:params:xml:schema:domain-1.0
      Registrant Contact: See the "Author's Address" section of this
      document.
      XML: See the "Formal Syntax" section of this document.

For your proprietary extension:

Registration request for the extension namespace:

      URI: http://xmlns.tango-rs.net/epp/idn-1.0
      Registrant Contact: <name and email address here>
      XML: None.  Namespace URIs do not represent an XML specification.

   Registration request for the extension XML schema:

      URI: http://xmlns.tango-rs.net/epp/idn-1.0
      Registrant Contact: <name and email address here>
      XML: <schema here>

As I said before, this is only a suggestion. It isn't a requirement. Feel free 
to ignore it if you'd rather not bother.
