Maryland's motto: "The Free State" for its freedom of religion (for Catholics).

No coercion -- no one needs to buy these.
Neutrality -- dozens of other institutional advertising plates for all sorts of organizations.
Endorsement -- clearly license plates are state-created/required things and are inevitably associated with the state. But I suspect that people are familiar enough with all sorts of vanity plates and institutional plates as to make any sort of seeming endorsement insignificant.

"A word is not a crystal, transparent and unchanged, it is the skin of a living thought and may vary greatly in color and content according to the circumstances and the time in which it is used."

Justice Oliver Wendell Holmes in Towne v. Eisner, 245 U.S. 418, 425 (1918)
