You need to get permission from the publisher to distribute or sell the book. If you are using it for your own personal usage, you need to inform them you have it and they will decide if you can keep it or pay them to keep it. I don't know if you can get permission online. You have to ask the publisher. And on a side note, I have no idea who the publisher is. I would recommend you go to Amazon and do some research and find out who the publisher is.
 
Download is not considered copying. It is considered distribution. Again talk to the publisher to see what their policy is.
 
Regarding your last question. The publisher may consider downloading permissible but in this case, the publisher did not place the dictionary online. It was done by a third party. So obviously the publisher did not want to distribute it. Most publishers, who are willing to distribute online, will usually make you pay to download. Even if they want to distribute it free of charge, they will have you read a "end user agreement". Usually, it says, "By downloading, you agree to the terms of this agreement." And if you actually read distribution agreements, they always say "no part of this document can be copied or distributed without permission."

I have been following the discussion about the dictionary "fair usage", and teh ethics of copying...etc
First, I should start by saying that I have had the dictionary downloaded to my laptop before all that started and I became aware of the ethical implication of that act.
My questions now are:
Who should I take permission from?
Could permission be taken on line?
Should I delete it from my laptop until that happens?
Is downloading considered "copying"?
Is there a limitation on the number of times I refer to it to check on a word before it is considered infringement on the copy-rights?
If I could download a material off the net, doesn't that imply "permission" by default?
I'll greatly appreciate your clearing this up for me.

You can see how they stress "a small part of a work".

It continues to say,
When it is impracticable to obtain permission, use of copyrighted material should be avoided unless the doctrine of "fair use" would clearly apply to the situation.
 

In the case of dictionaries, church materials, and other intellectual property, the law states you can't copy the whole thing without asking. Spiritually, the Christian thing to do is buy a book if you want the whole thing. "Give to Ceasar what is Caesar's"

Under Copyright law, there is something called fair use. This allows us to use a person's work (ie Crum's dictionary) without paying as long as it is for non-commercial purpose. Of course, if you are a commercial user then you must pay USD135 because you are profiting from it.

I don't think you should redistribute it at all. If people want Crum's dictionary, they can now get on Amazon for $135. It has a new copyright from Nov 2005. Regardless, of how we feel about copying (either hard or soft), it shouldn't be done.
