Kenwood's low-tier commercial repeaters TKR-750 (VHF) and TKR-850 (UHF)
are fairly reliable and are relatively inexpensive.  Both of them
operate on 13.8 VDC.  Go here for more info:

Another option is buy Motorola R1225 transceivers (not the packaged
GR1225 version) and mount them in your own carrying case.  The R1225 is
available in VHF and UHF, in 10W and 45/50W versions.
