Mathew, I've used lots and lots of the 66s to go down to 145/146/147 with no problem. Tunes to GE spec. I have found lots of 56s from Canada. Seems their commerical band is in the 140-150 range unlike the USA in 150-170. Both tuned with no problem.
I will not say all 66s will tune down, but 98% do and meet spec.
