Many utilities charge extra, calculated in various ways, when the PF
falls below certain limits such as 90%.  These surcharges do not apply
to residential users, but only to some/many commercial and industrial
users.  In the amount of low PF power we're talking about here, in a
UPS, it is tiny and inconsequential.
