All you have to do is, like you thought, program the 3200 for no hang 
time and blank the ID's. The rx in to the 3200 comes from the 
discriminator, like you probably have it now. A COS line from the rx 
goes to the COS in on the NHRC. The PTT out from the 3200 goes to the 
CTCSS in on the NHRC. Also tx audio out from the 3200 goes to rx audio 
in to the NHRC. Encode CTCSS from the 3200 goes straight to the CTCSS 
tone input on the exciter.
About as simple as it gets. The 3200 is a normal tone panel, and the 
NHRC is a straight-forward ham controller, so this will apply to almost 
every combination of tone panel/ham controller out there.
