Bernie,

Scotch (3M) makes 2520 Adhesive-Backed Varnished Cambric tape in various
widths, and you can purchase single rolls from industrial suppliers such as
McMaster-Carr and Grainger.  This stuff is much better than fish paper, both
for its insulating value and its mechanical strength.  You will not find
this product at Home Depot or Lowes, because it has specialized uses within
the electrical power industry.
