I don't believe that comment on legality. But no, the reason there isn't bunch of those on the ham bands is that many people have tried with no success. The firmware in those doesn't allow out-of-band, and so far no one has had luck hacking it. And there isn't much value in doing it anyway. As Doug said, it didn't work very well, so why try?
