That seems inadequate to me. It makes zero distinction between Codeberg and GitLab. But Codeberg allows far more "without authenticating" such as *seeing* issue tickets and so on. Codeberg allows *read* access to everything without any sort of verification-wall. GitLab has this verification obstacle. This difference is not addressed by your suggested wording.
