i agree but in practice, those are usually the same - blocking third-party requests typically renders the website useless - developers need to take precautions consciously to ensure otherwise; and that is not the norm - gitlab's use of cloudflare is an extreme example, which deliberately makes the website useless if third-party requests are blocked so "Impose", as in "take it or leave it"
