That would be trying to make a normative paragraph referencing an informative
section (because appendixes should always be informative). Hopefully the IESG
or the RFC-Editor will stop that.
You seriously want to forbid normative ABNF?
How do you imagine something like SIP (RFC3261) could have been written
to specify all of its syntax in English text? Surely an attempt to do so
would be many times larger than the already large document. And it would
much harder to process.
Its not an accessibility issue. The ABNF text is just as accessible as
the English.
