[JM] Yes, the form will be sent to authors of all documents entering the
queue. The order of queue states for docs in this process will look like
the following: EDIT -> AUTH -> EDIT or MISSREF -> AUTH -> MISSREF
(unless its missing normative reference enters the queue during this time).
[JM] If a document is in MISSREF state when the RPC sends the intake
form, the document will remain in MISSREF state.
This end-of-life queue management system I mentioned? The RPC would have
remove the normative references info from the document's database entry
in order to move the doc from MISSREF into AUTH. It's just better to
leave the doc in MISSREF until its missing normative reference(s) appear
in the queue.
