That seems to be an argument for a new state, or even two.  Because the general 
case of AUTH transitions allows for the document to have been edited by the 
RPC.  (Not arguing for complexity necessarily, I just want the change control 
authority to be clear.)


[JM] The new queue management system is designed to be flexible, and will provide the RPC the ability to create new state labels. The system will also allow the RPC to tag action holders. If this experiment goes well, the RPC could create an "Awaiting Intake Response" state that would be applied to a document when a form is sent out, and also identify who has the action for providing a response.
