Also, you can collect more info about cpu frequency scaling by looking
into /sys/devices/system/cpu/cpu0/cpufreq on your system. For example,

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies

will list the available frequencies.
