cpuspeed almost always  results in running the ondemand governor and that is
almost always responsive enough.  Occasionally you will want to change the
ondemand governor's parameters (google for it, or look in the kernel docs)
and even more occasionally you'll want to use the "performance" governor
which just runs the CPU(s) at full speed regardless.

I've come across just one case where ondemand wasn't a good idea and that
was some bizarrely behaving hardware that wouldn't speed up at all.   You're
not likely to see that.  If you're running hard realtimes applcations you
might also want the cpu to be running fast, but if that were the case you'd
already know and you wouldn't be asking.

So the short answer is "no, there aren't any negative effects" and there are
some significant positive effects like the machine running quite a bit
cooler most of the time!
