RioExplorer, Copyright violation?

Have a look at this and decide whether this guy has a legitimate business or
whether he is violating the Snowblind Licence:

The software didn't work on my 2000 machine. Does it work at all? He seems
to have written an OCX for interfacing the Rio. He attempts to charge people
$25 for it.
