On Windows you have to use the File Types menu (which is rather obscurely accessed through the Options menu on a Folder window) to associate the .pl extension with the Perl interpreter rather than Notepad. Many applications (media players, notoriously)hog all conceivable extensions for themselves when installed, but it seems ActiveState is too polite.
