I ripped around 400 CDs using a CD/DVD drive. About 2/3 ripped at 25x and the rest at much slower speeds, usually starting at 4x and sometimes increasing to 10x or so. I assumed the discrepancy was due to dirt and scratches on the CDs, or even differences in the way the discs were manufactured, but who knows? (If anyone does, they're probably reading this. :) ) Since you are getting consistently slow speeds, though, your problem may be different.
