You could try installing cygwin ( http://www.cygwin.com -- it's free)
and using the "file" command.  I'm not sure how much it knows about
different WMA formats since I don't use them, but it'll certainly pick
up mp3/flac/ogg and tell you the bit rate, sampling frequency,
stereo/mono, etc.  I'd expect that 

Having cygwin installed is a big win if you're planning on doing much
scripting at all.
