I had a couple of (iRiver) portable players that had problems with
multiple disks differing only in disknumber - so I ended up numbering
the tracks with the hundreds indicating disk number and the tens/ones
indicating track number on that disk (so 101,102...;201,202,203...
etc).
There seem to be no portable players that have trouble with ordering in
track-numerical order, even if there are gaps in the sequence.
Then... in Mp3Tag, when I "rename base on tags" I use the following
%artist% - %album% - CD$left(%track%,1)-$right(%track%,2) - %title%
for artist - album - CDN-NN - title
or if I have more than 9 CDs in a set, I use
%artist% - %album% -
CD$left($num(%track%,4),2)-$right($num(%track%,4),2) - %title%

I don't need to do things this way for SS/SC, but I'm doing it for the
portables anyway - although I find I use it more often for audio-books
and audio-lectures that I rip to mp3 or o/v so I can listen to 'em in
the car, and I -really- don't want the first track on CD2 to be right
after the first track on CD1.

I haven't gotten around to writing a Mp3Tag "action" to convert track
plus either DISKNUM or CD number in the title into a three or four
digit track number. It wouldn't be that hard, but, again, I mostly use
this for audio-books, etc, and they don't show up in the CD track
databases anyway...
