I get the source via SVN, then edit it, test it (Windows XP only), and create a patch and attach to a bug/enhancement request.
I think I had it working for Windows, and thought it would work for other OS. So I submitted the patch. Michael Herger kindly merged it for me and tidied up my code changes, and tested under Linux (I think most devs work in Linux as their primary OS). I guess my patch didn't work too well in Linux, because the code changed, and didn't appear to fully work in Windows. I reported that it wasn't working, but I can't remember if it was resolved. The devs are aware of lots of issues with encoding/foreign characters, so I would leave it to them to resolve.
