The oggcodecs are simply encoder/decoders (codecs) - they allow an sufficiently enabled application to encode/decode the music files. The oggcodecs will allow WMP (and other directshow applications) to decode (hence, play) the FLAC files. As others have indicated, the icon displayed by Windows will be that provided by the application that has been installed and is associated with the .flac file extension. This could be any number of applications, any of which you may install and use for playback.
