It wasn't, but this can work too.  If the icon is already customized
(overridden) by some installed application, no Advanced button will be
present.  Instead, a Restore button is present.  Selecting it will
remove the applications associations and customized actions as well as
allowing the setting of a customized icon.

Of course, new installs may override these settings yet again.
