I'm not sure whether mp3gain has an option to only write replaygain
tags, but you are correct: The main approach of mp3gain is to actually
adjust the volume of the file itself. The tag is simply written to UNDO
the volume adjustment later on, but this tag is NOT read as a volume
adjustment (that is, it is not equal to a replaygain_track adjustment. 
MP3GAIN is useful because the volume is adjusted without regard to the
capabilities of the playback software/hardware.

So, if one uses mp3gain to adjust the volume of his mp3files, you
should NOT see any volume adjustment value showing up in SB.
