mp3gain only changes the volume of mp3 files when specifically asked to do so (by using the -g -l -r or -a switches). The default is to only tag the files. Changing the volume of the mp3 has the advantage that it works on all players. The downside is that you cannot use both track and album gains.
I don't let mp3gain change the volume of my mp3 files.
