I think it has 3 modes:
1) Analyse files and write to tags the replay gain values.
2) Alter audio and write alterations to tags (so it could be reversed
later)
3) Alter audio and don't write alterations to tags.

Haven't really used 2 & 3 but it is easy to do it accidentally.  Not
sure about the latest version of mp3gain but older versions used to
write the replay glain as APE tags on an mp3 when doing 1. After
mp3gain was done you had ID3 tag and APE tags on your files.  These two
things made me switch to foobar.
