This is basically correct. It works like this so that the "Group
multi-disc Albums" option can function correctly. I see you don't use
that option (which I guess for classical music makes sense? - although
I do use it myself for the handful of multi-disc classical sets in my
library).

Basically, what I do is make sure:

1) no tracks have a discnumber or totaldiscs tag UNLESS they are part
of a multi-disc set

2) for multi-disc sets, the album title and artist is identical across
ALL tracks and the discnumber/totaldiscs is set correctly for each
track.

After changing any of this stuff a full wipe & rescan is required.

This works regardless of where the tracks physically are on the hard
disk.
