Not that I know of. I think some people have experimented with producing
playlists with all tracks with a specific rating using Playlist
Generator plugin and then used those playlists in JRiver or similar
software to set the POPM tag on all tracks in the playlist to a certain
value. However, it will still be a manual process.

Not sure it would be any faster but one important aspect to remember is
that POPM will only store ratings, not play counts, last played time and
playback history. So you would only restore parts of the TrackStat
information.
To get a better understanding of this, why do you restore TrackStat
backup often ? To me this is something I do less often than once a year.
