idk for sure, BUT you might be able to use mp3tag or similar to create from scratch, and move files into, a reasonable directory structure based on the files tags, since you say the tags are more or less decent.
one of the reasons I hate iTunes is b/c it can move files. not sure but WMP might also do so.
