Yes, without question, Mp3tag can be used to recreate some desired
directory structure, with some desired folder and/or file naming
convention. As long as the existing tagging of album and artist names
are fairly complete and accurate.

In Mp3tag, what I would do is start by creating an action group. By
saving an action group that can be reused, you can test your actions and
easily modify them, then apply them either to parts of the library, or
to the entire thing at once. It can also be done by using an Mp3tag
Tag-Filename Converter, but I find working with action groups to be
easier and more flexible. At a minimum, your action group would consist
of one 'format value' action, but it could contain several actions if
necessary.

In Mp3tag the way you move files and (optionally) create folder
structures is to rewrite to each file's _filename field, which is
treated much like writing a field such as ARTIST or TITLE. Putting
backslashes in the format string directs Mp3tag to treat anything to the
left of a backslash as a folder name. It will create any directories
that don't already exist.

If you want test it, I'd recommend testing on just one file at first and
then seeing if it creates the desired directory structure. I would then
load perhaps the entire library and sort the library by album name and
then try it on a single album, then try it on a few more, etc.
