Nope. It should be SETUID root, just as shown. Try building with the following invocation to 'configure': ./configure --prefix=/usr --libexecdir=/var/httpd/rd-bin Be sure to re-copy the Apache configuration from 'conf/rd-bin.conf' to '/etc/httpd/conf.d/' and restart Apache, and you should be in business.
