Patrick - Others may respond to this with the same answer (and may already have by now), but what kind of soundcard is running on your system?
I have had similar experiences with very cheap (<$30) audio cards that, by design, are locked down to only one sample rate. Same goes for internal motherboard audio interfaces. Nothing you can change in RD settings is going to pry that setting loose. Move up to a better soundcard and you will likely have a good experience.
