The story with ap_chdir_file is that it was considered useless by
apache (2 version) developers, and declined. I grabbed a look into
mod_ruby and mod_python source code to find out how did they sorted
the issue with its absence. I found that they wrote their own
implementation of ap_chdir_file for apache2, licence allow us to
re-use that code. I think it should be moved to separate file with
full text of original licence, and included by preprocessor if its
needed.
