Actually folks, I emailed him direct explaining that using our listserver for
commercial purposes was forbidden.  I directed him to Sam to plead his
case if he wants to make a presentation at a meeting.

We have received an apology, which I forwarded to the other officers.

I am willing to accept that perhaps he was "over-enthusiastic" rather than
intentionally "malicious" .  Let's give him the benefit of the doubt....
for his first offense.
