IMHO, "over-enthusiastic" would mean subscribing to the list (which he is
not subscribed, BTW), maybe posting a few messages, then saying "hey, we
have this linux certification course, blah blah blah, maybe a discount for
rlug memebers, etc".

"malicious" is going to the rlug list site, pulling up the subscriber
list, de-obfuscating the entries, and sending out commercial email to an
unsolicited group, hence the definition of "unsolicited commercial email".

Sorry for the harsh reply, but you've hit a sore spot for me.  Generally I
don't mind if commercial email is sent to me if 1) it's the result of a
pre-existing business relationship (think amazon.com emails, etc), and 2)
You have the option to cancel without repercussion.  Conversely, what he
did was spam, plain and simple.
