It's bytes.  It's just a limit on how large one block of memory can be
allocated as.

And if you genuinely need to allocate 200kb of data, then you can
raise that number.
But you might try and figure out what is allocating such a big chunk
of memory and see if it's kosher, because that seems awfully big for
the sorts of things that are usually alloc_perm'ed.
