I would suggest a more balanced armor/spell system that wouldn't allow someone to put on so much +str equipment that it wasn't possible for someone to cut it down. Allowing certain statistics, like STR on only certain pieces (such as hands, arms) and only a limit to how many can be put on each piece, and then balance them out with a decent number of negative spell effects that you think would get used.
I just have a pet peeve with things like this, instead of putting a cap to it, or getting rid of it completely, fix what is causing the problem in the first place, because your problem (in my humble opinion) isn't the stats, it's the power of the items and spells being used.
