The short answer is no, not unless we made the .rg file contain a zipped 
subdirectory or something.  RG only provides a filename to XSynth, and even 
then RG doesn't actually know it's a filename (i.e. it doesn't know what 
XSynth's configuration data actually mean).

In the case of XSynth though, a patch bank is defined entirely by the state of 
the front panel controls, isn't it?  So you can just set them up and save 
the .rg file and they should be restored without your having to use an XSynth 
patch to do it.   I appreciate it'd be nicer to use a patch, but... well, 
this may also mean that you can create your patch, select it, use it, and 
then save the .rg file and it will continue to work even without the patch 
file because RG will have saved the port settings separately anyway.  That 
wouldn't be the case for every synth though (e.g. equivalently there's no way 
to bundle the soundfont for FluidSynth).
