For me this works nicely so long as I don't use any of the tools. I can scroll fine in both directions. Try dragging a selection rectangle off the right side of the window though, and watch what happens as you scroll. The effect is great fun, but perhaps not what was intended. (If you don't see what I mean, I'll be surprised, but I can provide a picture.) Also, probably unrelatedly, I notice that the background pixmap for the canvas has disappeared. Maybe you had that switched off so you wouldn't have noticed -- go to Settings -> Configure -> "Use textured backgrounds on canvas areas" to switch it on and then take a look, you'll see some textured bits creeping in around the edges as you scroll but nothing on the bulk of the canvas. You've already remarked on the fact that selections aren't updated properly (sounds like a signal missing to me).
